Meet Leonidas (Rosa) Arias De Leon

Immigration isn't just what Rosa does. It's what she knows from the inside.

Rosa came to Canada from the Dominican Republic in the mid-1990s, in her early twenties. She navigated the immigration process herself — and she remembers exactly what that feels like. The uncertainty, the paperwork, the bureaucracy, the moments of confusion and hope. That lived experience is not something she set aside when she became a consultant. It informs everything she does.

From the community to the consultancy

After completing a Bachelor of Arts in Hispanic Literature at Concordia University and a Bachelor of Social Work at McGill University, Rosa began her career in social work before finding her true calling in the immigrant services sector. For more than ten years she worked as a social worker at L'Hirondelle, a Montréal organization dedicated to welcoming and orienting newcomers to Québec. There she helped hundreds of immigrants — permanent residents and citizens — navigate the complexities of building a new life in Canada: accessing resources, understanding institutions, finding their footing in a new culture and a new language. It was at L'Hirondelle that Rosa developed her deep expertise in the systems, bureaucracies, and human realities of immigration in Québec. She saw firsthand what made the difference between someone who struggled and someone who thrived — and how much a knowledgeable, caring guide could change that outcome.

Recognizing a gap — and filling it

L'Hirondelle's services are offered free of charge, but they are available only to permanent residents and citizens already in Canada. Rosa noticed that many people — those still navigating the immigration process itself, those without status, those trying to get here in the first place — had nowhere to turn for the same quality of guidance. She decided to fill that gap herself. Rosa completed an intensive immigration consulting program at LaSalle College in Montréal, obtained her consulting license in 2021, and gained two years of experience at an established consulting agency before launching TDL Immigration in 2023. Since then she has been working as a solo consultant — by choice. Keeping her client base small means every client gets her full attention, not a file number.

Rosa has been through the Canadian immigration system as an applicant. She has spent over a decade helping newcomers navigate life in Montréal. She knows the federal system and the Québec system. And she conducts her consultations in whatever language makes you most comfortable — English, French, or Spanish.
